Introduction

The new millemum ushers in, at great intensity, a War for Talents. From personal administration to human resources, and then to human capital, the change is more than one in name but in strategy, scope and execution. HR is no longer, if it ever was, the monopoly of the HR Department; and HR problems, issues, or even crises, affect every one, every functionary department, in the organization. It is therefore logical that "non-HR" executives and departments must collaborate with their HR specialists-counterparts, in their common pursuit of greater success in the War for Talents. To do so, some fundamental understanding of the key concepts, processes and how they relate to the "non-HR' elements is essential to individual performance and departmental enhancement.
